Fry onions and garlic until onions are translucent. Add chopped tomatoes and cook over medium heat. Then add all of the spices and mix to combine. Set aside.
In the same pan, add olive oil. Saute onions till they turn translucent. Then add the bell peppers and green peas. Cook for 2-3 minutes
Add the homemade marinara sauce. Then add the ricotta cheese and fresh tortellini. Mix to combine.
Mix and transfer to an oven-safe casserole. Top with mozzarella cheese. Bake in the oven at 400 degrees F for 15 minutes. Broil for 1 minute or till the cheese turns golden
