In a mixing bowl, add mashed black chana/potato. Add grated paneer to it along with chopped bell peppers and spring onions. Now add chopped cilantro, minced green chillies, garlic, ginger and salt. Give it a good mix. Heat oil in a pan and cook this paneer mixture for 5-7 minutes. Let it cook down. Use the spring roll sheets as instructed on the packet. Cut each sheet into 4. Place a spoonful of paneer mixture in the center. Roll it like a cigar as shown in the picture below. Use water to seal the edges. Heat oil in a frying pan. Once it is hot enough, deep fry these paneer cigars until they turn golden brown. Take them out on a paper towel to soak the excess oil. Paneer Chilly Cigar are now ready to be gorged upon. Serve them hot with sriracha/dip/sauce/chutney.
